Swan said the parcel has infrastructure (water/sewer/electric) and a county tax assessment 'around $1.3M' and noted law enforcement has to check the site frequently due to vandalism and illicit activity.
Contract concerns: Board members raised questions about a salvage‑rights clause that would allow the contractor to retain and sell salvageable materials (copper, fixtures). Swan said he would review the salvage‑rights language with the attorney and coordinate with County Manager Eppley about reusing brick (grinding for roadbed) to potentially reduce net demolition costs. Swan emphasized he was not asking for formal board action at the work session but intended to bring a recommendation back after legal review and discussions with county staff.
