Horry County council approves road additions, proclamations, airport fund transfer, leases and zoning buffer changes

Horry County council took a series of routine unanimous or voice-vote actions on resolutions, leases and an ordinance amendment.
Resolutions: Council approved adding multiple subdivision phases to the county road maintenance network after staff reported the phases meet county construction standards. The council also adopted a proclamation designating May 18–24 as National Public Works Week with recognition of public works training and safety events.
Mental health recognition: Council moved to recognize May as Mental Health Awareness Month and asked staff to forward the item to full council for formal adoption; Michelle Smith, introduced as director of behavioral services, presented remarks in support of awareness activities.
Airport contingency transfers: Judy Olmstead, Airport Director, requested transferring terminal contingency funds to overhaul an aircraft rescue and firefighting vehicle (quote $322,000) to extend its service life by approximately seven years and to replace several rooftop air-conditioning units (approximate request $200,000). Olmstead contrasted repair costs with the estimated price of a new 1,500-gallon truck at about $1.2 million.
Leases and property: Council approved moving forward with a proposed three-year agricultural lease for about 500 acres near Hartwood Road and Party Pines to put county-owned land to productive use while reserving the right to recapture the property if needed. Council also approved a 10-year, $1-per-year lease renewal for a building used by Sertoma/SOS Healthcare to provide services to residents with disabilities.
Zoning amendment: Planning staff presented amendments to the Highway 77 overlay (Article 8, Section 804) that increase buffer widths to 25 feet in many cases and raise tree and shrub requirements (for instance, commercial buffers would require three canopy trees, three understory trees and 25 shrubs). Council discussed district impacts and approved the ordinance changes by voice vote.
Next steps: Staff will process the approved resolutions and lease documents and continue coordination on the zoning amendment implementation and airport repair procurement.
