County approves Harborview LLC grant revision to preserve subsidized housing

The Cook County Board of Commissioners on Jan. 27 approved minor changes to the Harborview LLC grant agreement to satisfy Minnesota Housing Finance Agency compliance and keep the county’s subsidy intact, officials said.
Jeff Brand, presenting for county administration, said the changes were limited to adding required compliance language and trimming redundant wording in Exhibit B so the grant — including the county’s support — could be executed. “We want to keep this grant intact,” Brand said, adding the funds will “continue to contribute to keeping subsidized housing in Grand Marais until 2037.”
The board discussed a reported typo in the developer completion date, which read “07/01/2025” in the draft. Commissioners agreed the date should remain 07/01/2030; Commissioner Sullivan amended his motion to include that correction before the board voted. Commissioner Gamble recused himself from the vote because of prior involvement in review of the project.
Commissioners also emphasized the stakes behind the revision. One commissioner said without the action “we would have lost 22 units of affordable housing,” a remark other commissioners praised as underscoring the grant’s local importance. Board members noted additional maintenance and elevator upgrades for the property may require further bills but that the immediate change was intended to preserve subsidy and access for current residents.
The motion to approve the revised agreement, including the corrected completion date, passed unanimously among the remaining commissioners. County staff will secure signatures from the county administrator and the board chair to finalize the agreement.
