"Everything associated ... of the last hour represents about 6% of your total traffic," staff said while summarizing the counts. Staff recommended the committee shift closing time from 7:00 p.m. to 6:00 p.m., noting that the change would concentrate staff hours during daylight and help recruiting and retention.
Council members raised operational questions and suggested outreach options such as brief questionnaires at centers to gather user preferences. Several members said they preferred trimming the last hour because it addresses safety and staffing while affecting only a small portion of usage. The committee moved to accept the staff recommendation (closing at 6:00 p.m. and adding Easter closure) and approved it by voice vote.
Next steps: staff will implement the new schedule for convenience centers and include Easter as a recognized holiday for the solid‑waste authority; staff also will report any unexpected service impacts if they arise.
