Board approves Clackamas ESD Local Service Plan for Molalla River SD 35

Molalla River School District 35’s board approved the Clackamas Education Service District (ESD) Local Service Plan during its meeting after a presentation from the ESD team.

ESD presenters said the Local Service Plan—a document they called the “blue book”—is developed annually and describes services ESD provides across all 10 county districts. The presenters told the board the ESD delivered about $4,600,000 of total services that benefited Molalla River in the previous year and that the district received roughly $557,000 in direct revenue back from ESD-managed programs.

The presenters highlighted program areas that the ESD supplies to districts, including special education, technology and data support, teaching and learning services, early learning, and student support services such as nursing and counseling. They also called out countywide collaborations and training work, including a Question, Persuade, Refer (QPR) suicide-prevention training offered to youth and adults.

Board members asked for clarifications about the financial figures and about performance measures and methodology (noting the packet’s page 7). Presenters said performance reports and disaggregated evaluation data are available and can be provided to the board upon request.

After brief discussion the board voted to approve the Local Service Plan as presented. ESD staff also invited any interested Molalla River board member to serve on the ESD budget/bond oversight committee; the ESD said that committee convenes in May and encouraged interested members to contact their superintendent.

The board’s formal vote approved the Local Service Plan as presented; the motion was made and seconded and the board voted in favor.
