Council asks staff to study Tokay Street no-parking options to ease Vinewood Elementary drop-off

Councilmembers on Nov. 19 discussed traffic and congestion on Tokay Street during Vinewood Elementary drop-off and pickup times and asked staff to return with concrete options used elsewhere to reduce queuing on the narrow street.
Staff recommended evaluating approaches that have worked at Lodi High and other elementary schools, such as time-limited no-parking zones, residential permit restrictions, occasional PD enforcement reminders and outreach to neighboring residents. Public works staff said the school plans to reconfigure its on-site circulation to increase queue capacity, but that project is not expected to be complete until 2027.
Council directed staff to prepare visuals and alternatives, to coordinate with the school district (a proposed 2-by-2 meeting was suggested), and to explore outreach about free student transit and other ways to reduce parent vehicle trips. No binding action was taken; the item was informational and staff will return with options for council consideration.
