Committee sends Robla community-plan request to full council amid calls for inclusive engagement

The Law and Legislation Committee voted unanimously to forward to the full City Council a request that planning staff undertake a Robla community plan, a step Council member Dickinson and co-sponsor Council member Kaplan said is needed because Robla's semi-rural character does not fit typical city standards.
Council member Dickinson said a formal community-planning process is the proper way to create a shared vision and guide development. "If we don't start, we never finish," Dickinson said, describing the request as the beginning of a process that will include community engagement and scoping.
Robla residents who spoke urged that the neighborhood be included from the start. Justin Wilson, a Robla Neighborhood Association volunteer, told the committee residents feel excluded and asked that the item be returned so that the community could be more fully engaged. "We feel like we've been excluded from this," Wilson said. "We want to be included in what's going on."
The committee directed staff to coordinate the scoping and to report back to the council; members noted staff capacity and timing in light of the recently approved planning work program.
