Public commenter Dia Good said the draft ordinance includes a drafting oversight: the county's ordinance does not contain a spay/neuter clause and both city and county currently allow licensure for unaltered animals when medical or age exemptions apply. "If this language is approved as is, you will be prohibiting two groups of dog owners with legally licensed pets from obtaining another dog without any rationale," Good told the committee and recommended adding a specific exemption reference to the licensing code.
Animal-services staff and several council members said adding that clarifying language would be straightforward and would align the ordinance with existing licensing exemptions; Council member Fluckebaum moved to refer the draft back to the animal-welfare commission for more input and refinement. The motion passed unanimously.
The referral asks the commission to review the draft language, consider explicit cross-references to the licensure exemption section and return a recommended revision to the committee.
