Council adopts Title 17 omnibus updates, utility-easement vacation, labor deal and bridge staffing; several items pass unanimously

Vacation of a public easement (VAC25‑0004): Staff described a request to vacate a portion of a public road easement adjacent to 1541 Jesse Avenue in North Sacramento to provide additional parking for an on‑site religious facility; the vacation is conditioned on utility relocations and reservation of public-utility easements. No public speakers opposed; council adopted the resolution.
Labor agreement (IAMAW Lodge 2182): Aaron Donato summarized the two‑year successor memorandum of understanding with the International Association of Machinists and Aerospace Workers, noting a scrivener’s correction to the employee-plus-one health contribution, a second-year 2% wage increase, a one‑time signing bonus and recognition of Juneteenth as a city holiday. The council adopted the agreement unanimously.
Critical‑need hire for I Street Bridge financing: Public Works director Matt Ironman requested council approval to waive the 180‑day waiting period and appoint recently retired Public Works Assistant Director Lucinda Wilcox as a retired annuitant on a limited basis to support immediate bridge financing deadlines for the $300M+ I Street Bridge replacement. Staff argued Wilcox’s institutional knowledge and existing relationships with Caltrans and partner agencies are time-sensitive. Council approved the item unanimously.
These actions were largely procedural but include budgetary and contract consequences that staff said are necessary for project financing and maintaining compliance with state and federal requirements.
