Commission forwards Norwood Mobility plan to City Council after presentation and public comment

Charice Padilla presented the Norwood Mobility draft plan and requested the commission recommend the plan to City Council. Padilla said the corridor is identified in the Transportation Priorities Plan and the Vision 0 high-injury network and described draft features that include removing a travel lane in each direction on portions of the corridor, adding sidewalks north of Berthoud Street, lighting and landscape buffers, a separated bikeway in each direction, removing on-street parking south of Bell Avenue, and proposed roundabouts at Bell Avenue and Silver Eagle Road with future evaluation at Moray Avenue. The plan also proposes cantilever structures at the I-80 overpass and future study of median trees where feasible.
Public commenter Michael Bevins said he supported the general direction but again urged a different form of “road diet,” suggested using existing pavement to preserve right-of-way and criticized design elements he said would defeat the purpose of roundabouts. Commissioners asked staff about sidewalk maintenance responsibility; a staff member explained that adjacent property owners are typically responsible for maintaining sidewalks and that the city notifies property owners when installing sidewalks. Commissioners also asked whether quick-build approaches are possible for Norwood; staff said the city pursues two types of quick-builds (short-term spot projects and accelerated segments of longer corridor projects) and that Norwood could be considered though it is not on the Vision 0 top-10 list.
Commissioner Harris moved and Commissioner Moore seconded a motion to recommend City Council adopt the Norwood Mobility plan; the clerk called the roll and the motion passed unanimously of those present. The recommendation advances the draft to City Council for review of adoption timing and funding. Staff noted that some design details, right-of-way needs and construction cost estimates will be developed during engineering and funding phases.
