The City Council approved on first reading an ordinance authorizing the city manager to execute a development agreement with Haas Enterprises LLC to develop seven city-owned lots into nine single-family owner-occupied homes priced in staff’s presentation at roughly $200,000–$240,000.
Martin Livingston, Community Development Director, told council the agreement is intended to produce owner-occupied housing with affordability supports, noting that some units will be eligible for local down-payment assistance and that the city expects to use a mix of program funds. He cited an example figure of about $450,000 of ARPA funding that could be applied to make units affordable and explained the development agreement extends through December 2027 with a majority of construction required to begin prior to that date.
Livingston described deed restrictions and restrictive covenants as the mechanism to preserve affordability: staff said smaller assistance may carry 20-year restrictions (example: $20,000 assistance → 20 years) while larger assistance could carry longer covenants (example: $50,000 assistance → 50 years). Council discussed timelines, how liens and mortgages would be recorded against lots, and whether stalled work would revert lots to the city; staff said unsatisfied lots would return to the city if the developer failed to meet milestones.
