Palms and Paws reports rising save rate, launches 501(c)(3) to fund clinics and rescues

Palms and Paws volunteers told the City Council the local animal shelter has increased rescues and foster placements, launched a supporting 501(c)(3) and is sponsoring low-cost spay-and-neuter clinics for Twentynine Palms residents.
"Palms and Paws has secured 24 rescues that we're currently working with," the presenter said, detailing partnerships with the San Diego Humane Society, Best Friends Animal Society and Wings of Rescue. He said the shelter facilitated four completed flights this year and that 143 animals were flown to rescues in 2025; the shelter also reported placing 151 animals into new foster programs.
Speaker Rick said volunteers and a new nonprofit, PALS (Partners and Animals Lifesaving Support), will fund spay/neuter clinics and reduced-cost medical services and noted an upcoming community clinic on Feb. 13 at Project Phoenix. He described clinic economics: about $4,000 will spay/neuter roughly 32 animals through donation-supported events.
Staff also provided operational figures: the presenter reported 282 animal-control calls, 12 bite reports, 52 sheriff after-hour callouts and 385 city licenses sold. He said the shelter's live-save rate rose from around 64% in 2024 to around 92% in 2025, and called 90% a common no-kill benchmark.
Councilmembers and residents praised the volunteer force and encouraged community participation and fundraising. The council did not take formal action on the presentation but acknowledged the shelter's outreach and the new nonprofit's role in supporting operations.
