The Coventry Town Council voted to authorize a grant of a 1,450-square-foot paved emergency-access and utility easement to benefit the Sienna Condominiums development on Main Street, after the applicant revised plans to replace a proposed gate with signage and pavement striping.
An attorney for the applicant described the redesign: signs reading “No parking, emergency access only” would face both directions and the easement would be striped and labeled “emergency access, only.” The change responds to council safety concerns about a locked or controlled gate blocking first-responder access. Vice President Brown commended the developer for removing the gate, calling open access safer for residents and surrounding areas.
Solicitor-led discussion produced an amendment to the draft resolution to strike language describing a gate and replace it with a requirement for signage; the council voted first on the amendment and then on the amended resolution. Both votes passed. The council also confirmed the easement will be enforced as part of condominium bylaws and maintained by the condominium association, but the solicitor and town staff noted the covenant is enforceable only against condominium owners; public passage across the easement would not be prohibited for third parties.
What’s next: The resolution (authorized as amended) moves forward with the easement document and associated conveyance; town staff and the applicant will finalize recorded plans and the clerk will process the executed easement.
