Staff presenter explained the change before the council, saying, "Every city and county within the state of California is mandated to have an official, maintained road list," and that the proposed lists would "replace all prior efforts." The report said roughly 170 miles of streets are currently classified as city-maintained and estimated annual maintenance costs at about $1,000,000 to $1,500,000.
The staff presentation described the practical consequences of adding roads to the list: once a street is adopted as city-maintained it becomes a public right-of-way and the city assumes "all legal liability and maintenance responsibilities in perpetuity." Staff emphasized that new streets must be engineered and brought to city standards before they can be added; the presenter noted a planning/engineering and construction cost estimate of about $1.3 million per mile to add new streets.
Residents and advocates praised the work that went into the mapping. Susan Peplow told the council she appreciated the "very intense project" and said posting the maps publicly will help property owners and realtors set expectations about which roads are unpaved and unmaintained.
Councilmembers thanked staff for the research and for resolving layers of historical discrepancies. One councilmember said the measure was "long time coming" before moving adoption. The motion to adopt Resolution No. 2602 passed on roll call 5-0.
The resolution places custodial responsibility for the maintained-road list at the council level and directs staff to publish the maps and lists online. The council and staff noted that property owners on unmaintained streets will continue to be responsible for local maintenance unless and until streets are engineered and dedicated to city standards.
Next steps: staff will publish the adopted paved and non-paved lists on the city GIS and provide guidance for property owners and real estate professionals on what the designations mean for maintenance and liability.
