Grant County highway chief outlines $46,988 per‑year road‑inventory proposal, reports $850,949 Community Crossing award

At the Jan. 20 meeting of the Grant County Commissioners, Highway Superintendent Mister White outlined operational updates and several funding and procurement items.
White said crews prioritized the county’s north end during recent snow events and anticipated lifting the travel advisory later in the day. He reported the recycling center served nearly 17,000 customers last year (about 3,000 more than the previous year) and highlighted cardboard tonnage as a significant diversion from landfills.
White described a proposed contract with Biolytics, a vendor that mounts cameras to county vehicles to capture road‑condition photos every 10 feet and produce PASER ratings, sign inventories and mobile work‑order integration. The vendor proposal would require a three‑year agreement, with the first year priced at $46,988.60; White said the county could budget one year at a time and requested the county attorney review the contract before taking it to the county council for funding consideration.
White also said the county received a Community Crossing Grant award for $850,949.50 and is awaiting the state’s signature on the agreement before forwarding a contract to the auditor. He and staff applied for a federal aid project for Bridal 712 and were asked about historic‑bridge paperwork; staff obtained a desk number and are moving forward with submission.
Other items covered: acceptance of bridge plans for Bridge 138 (signature requested to release plans to contractors), scheduling of bid openings for two Community Crossing bridges at the Feb. 17 meeting, expected delivery of a previously purchased boom mower, and upcoming oil and asphalt bid advertising for March.
White said he would return with contract language after attorney review and asked for council budgeting prior to formal contract approval.
