Redevelopment Area 3 moves through blight study toward spring outreach and hearings

Tracy Reich, redevelopment manager, told the committee the city has established the study area for Redevelopment Area 3 and is finishing the required blight study and a preliminary redevelopment plan.
Reich said staff intends to hold neighborhood outreach beginning in March, aims for planning commission review in April (possibly May), and hopes to have ordinance readings at the first and second meetings in June so the redevelopment designation could be adopted by the end of the fiscal year. She emphasized the city has not yet adopted Redevelopment Area 3 — the current action establishes the area to be studied, not formal adoption — and that adoption requires a blight finding, public outreach, drafting the redevelopment plan and two ordinance hearings.
Reich added that baseline tax records that set the financial baseline for redevelopment would ideally be in place by July 1 if staff can get required data to the assessors in time.
