Pulaski County staff report slower solar progress, workforce reductions and road compliance checks

County project staff updated commissioners on multiple solar-project sites, saying weather and logistics have slowed work and that developers are addressing compliance and road impacts.
Tim from building/services reported that Mammoth and other projects (Moss Creek, Mayapple, Bottlebrush) experienced winter slowdowns that reduced deliveries and on-site workforce levels. He said developers had previously employed about 1,600 workers and had announced a reduction to 750. Oversized-delivery coordination is under review; staff said nine oversized deliveries are planned across three project locations in a March–April window and that highway staff have approved some routes.
Staff reported on setback checks and said current panel setbacks from the road were compliant; remaining outstanding items include fence setbacks (target: 150 feet from the road) and survey department questions about regulated ditches. Minor winter damage to roads was reported and staff said the developer has retained Town & Country to make necessary repairs.
Commissioners encouraged residents to continue submitting comments to Pulaski Solar/Versus Engineering (the tracking contact for project input) so staff can log and address outstanding issues. The board said remaining items around payments, violation tracking, and fence setbacks will be discussed further in executive session and future meetings.
