Jeremy Smith, speaking for community development, described the program: if a developer agrees that 50% of units in a project are rented at 120% of area median income (AMI), HUD offers additional financing for that market‑rate development. Smith gave the illustrative 120% AMI figure for a one‑person household: $101,280 annual income with a rent limit of $2,532 for a studio; he contrasted that with the Ogden market rate figure he cited of just under $1,200 per month.
Smith said compliance is required for a 10‑year term, the city will perform an annual certification of compliance based on developer‑provided documentation, and staff expects the administrative burden to be modest because much of the work is provided by developers.
Councilmembers asked for clarity about reporting burden; Smith said staff expects to process developer‑submitted forms and certify compliance manually. Councilmember Ritchie moved to adopt Resolution 2025‑18; Councilmember Graff seconded. Roll call showed unanimous Aye, and the resolution passed.
