Budget office outlines carryover request: $3.2M requested for general fund; $2.5M approved so far

Miller summarized which items can be carried forward (encumbered purchases not yet received, grant-funded activities not yet budgeted in 2026, and multi-year capital projects) and what cannot (budget that is canceled, items already paid or fully accrued to 2025, or duplicate requests). He described a compressed timeline: department reviews, budget office consolidation, a batch file to apply carryovers by Jan. 30, and council consideration on Feb. 2.
Key figures presented: "The requested carryover was 3,200,000.0. In total, 2,500,000.0 of that is approved," Miller said, adding that citywide requests reviewed to date totaled about $78,700,000 with $6,400,000 approved (not counting most grants and capital projects). The presenter compared that to last year's $122,000,000 total and said the SBO will likely grow before final council action.
Council members asked for clarity on what can be carried forward for small office supplies versus encumbered consultant contracts; staff explained carryover applies when goods were properly ordered in 2025 but received in 2026 and reiterated that departments cannot exceed their total budget through the process.
The budget office said it will deliver the final SBO to the City Clerk's office by 9 a.m. Friday, Jan. 30, and council will vote on Monday, Feb. 2.
