Coldwater BPU approves resolution to begin bonding for lead service-line replacements

The Coldwater Board of Public Utilities approved Resolution 25-111 and will forward it to the city council, a step the board said is required to issue bonds through the state Drinking Water State Revolving Fund (DWSRF) to finance lead service line replacements.
Tom briefed the board that the state approved the city’s application and the city will submit monthly reimbursement requests to EGLE as construction costs occur. He said the fund will repay 50% of the total amount over a 20-year life, noting a $1.5 million cap as 50% of a $3 million project estimate.
Tom said construction could begin in 2026 and may last up to three years; staff recommended using both internal staff and a qualified contractor to perform replacements, with contractor selection via public bidding this winter. The board voted to approve the resolution and forward it to city council for final action.
Board members asked whether depreciation over 20 years would apply; staff confirmed the work will be capitalized into the water fund as utility property.
