Coldwater BPU awards $309,873 sewer-lining contract for East Washington area

The City of Coldwater Board of Public Utilities voted to award a sewer rehabilitation contract to BLD Services for $309,873 to install cured-in-place pipe (CIPP) lining on roughly 2,700 feet of sanitary sewer on East Washington, Park Avenue and Elm Street.
An engineering report from Fishbeck cited source-water infiltration as the primary concern and recommended CIPP lining for the affected sections. The recommendation noted that lining is substantially less disruptive and less expensive than open excavation and would extend pipe service life by roughly 50 years.
Staff said the city received three bids and that the low, qualified bid from BLD Services fell below Fishbeck’s engineering estimate of $392,000. The board moved to approve the recommendation and carried the motion by voice vote.
City staff described the contractor’s work as including cleaning, televising and lining the sewer; crews will cut lateral connections with a robotic cutter after the resin sets. The board discussed infiltration but did not record a specific estimate of how much flow the project will eliminate.
The board approved the contract and directed staff to proceed with project scheduling and construction arrangements.
