The Coldwater Board of Public Utilities voted to approve $260,679.05 in materials for phase 2 of a project to build a second 900‑amp circuit to Clemens, staff said.
Andrew, an electric department presenter, told the board the work follows a 2022 project that added a first 900‑amp circuit and that the new circuit will increase capacity and reliability for Clemens’ expanded operations. He said the procurement was split into three bid packages: overhead line material (low bid PowerLine Supply, $128,898.47), underground conductor (low bid PowerLine Supply, $127,324.50) and overhead disconnect switches (sole bid from IRBI, $4,456). The combined total reported to the board was $260,679.05. Andrew said the underground conductor is a long‑lead item expected to ship in April 2026 and that the quoted price is subject to a market adjustment based on copper prices (the vendor quote used $5.20 per pound as the basis).
Board members raised a packet discrepancy on the printed total; staff recalculated in the meeting and confirmed the $260,679.05 figure. The board was told Clemens will reimburse Coldwater for the material costs after project completion; Andrew said, “At the completion of the project, they would have a certain amount of time to reimburse Coldwater.”
A motion to approve the materials carried on a voice vote. The item moves forward to procurement and scheduling; staff said they expect the underground conductor to determine the project timeline.
Next steps: staff will complete procurement, track market adjustments tied to copper pricing, and invoice Clemens per the agreed reimbursement schedule.
