City Manager Keith and staff explained the funds for the purchase would come from the city's economic development fund rather than the general fund or property tax revenue. "So between the facilitation of 2 plant expansions and the elimination of the building, that would be that would be subject to the dominoes falling in place," Amanda said. Council moved to approve resolution 25‑103 and agreement number 825Dash31; the roll-call vote passed 6–2.
Staff said the city would not complete the purchase unless the conditions were met, including identifying a buyer and securing necessary assurances; council approved the motion and asked staff to proceed under the stated contingencies.
