Board approves first interim budget, several contracts and grant‑funded purchases

At its Dec. 12 meeting the Chula Vista Elementary School District board approved revisions to the FY 2024–25 budget and the first interim financial report and acted on multiple contracts tied to special‑education staffing, student services, and transportation.
Chief fiscal officer Mr. Pong reported revenue adjustments of about $16.8 million and expenditure adjustments of about $18.9 million for a projected combined deficit of roughly $36 million in the first interim; unrestricted reserves showed a projected drawdown and the district identified commitments for safety and security, vehicle replacement and device/textbook replenishment. Trustees asked staff for a detailed breakdown of textbooks, devices and one‑time expenditures before future votes; staff said the device plan covers roughly 15,000 student and staff devices with a projected multi‑year cost and a lease approach.
On contracts, trustees approved agreements with Aya Healthcare and eTherapy to cover special‑education vacancies and leaves (nodes of daily coverage and not‑to‑exceed amounts were described). The board approved an RFP award to Healthy Campus for the Children and Youth Behavioral Health Initiative software, which staff said will record service times (not sessions) for grant reimbursement and requires parent consent. Trustees also approved purchasing two replacement buses under a county air‑district grant; staff explained the grant covers a portion of per‑bus cost and the district will fund the remaining gap from reserves to avoid losing grant funds.
