Atascadero honors long‑serving employees and readies council for strategic planning weekend

The Atascadero City Council opened its meeting with employee recognitions and a status check on council goals ahead of the council’s strategic planning weekend.
City Manager Jim Lewis recognized three employees: Matt Pigeon (deputy public works director over maintenance), Ryan Hayes (deputy public works director, engineering and utilities manager) and Fire Captain Tom Birkenfeld, who was honored for 25 years of full‑time service and more than 30 years in the fire service. Birkenfeld told the council he appreciated the support of family and colleagues and said he plans to retire later this year.
Assistant City Manager and City Clerk Laura Christiansen reviewed the council's 2025–27 work plan. The plan contains 47 action items: staff reported 20 items in progress, 18 ongoing and 7 completed, with two items not yet started. Staff highlighted ongoing work on economic development projects, software rollouts for asset management and finance, energy‑use analysis, safety planning updates, recreation programs and the downtown development pipeline.
Christiansen said the council's weekend strategic planning sessions will provide an opportunity to dive deeper into major projects including the public safety facilities, the General Plan update and downtown projects. The council received the update as a receive‑and‑file item.
The meeting adjourned with reminders about the strategic planning sessions and community events.
