A rezoning request to change two properties at 1504 and 1508 East Vine Street from R-1-10 (single-family low density) to R-1-6 (single-family medium density) was rejected by the council after public comment and deliberation. Council discussion focused on neighborhood character and whether the change represented a too-rapid density shift (R-1-10 to R-1-6). Several council members said the change felt "too traumatic" for the block; others noted divided neighborhood sentiment and asked staff to pursue a broader policy to manage infill and flag-lot requests. Because the action failed, no rezoning or subdivision approvals were granted; the applicant may pursue other, longer-term options or revised applications.
