She argued current sentencing and supervision practices are too lenient and cited recidivism statistics from state juvenile and adult justice bodies and a former U.S. attorney’s testimony about re‑victimization risks. Chanel asked the council to back statewide reforms to improve children's safety and urged public officials to be outraged and act.
