Mill Creek — The City Council voted Jan. 27 to authorize the city manager to execute a professional services agreement with LMN Architects and JLL (Jones Lang LaSalle) for a community campus master plan for the Dobson Remillard Church and Cook Properties (DRCC) site.
Community development director Jeff Ryan summarized a competitive selection process (eight RFQ responses; three shortlisted interviews) and said the winning LMN/JLL team combines regional design experience and financial/capital strategy expertise. The contract was authorized for an amount not to exceed $299,980. Ryan told council the city previously authorized up to $300,000 and staff negotiated a proposal for $299,980.
Funding: Ryan said the city has CIP funding and approximately $124,000 remaining from a prior Department of State grant of about $200,000 (approximate figures presented by staff); after applying remaining grant funds the city expects a net CIP contribution of roughly $175,000 to this contract.
Scope and timeline: the consultant will lead outreach, analyze developable acreage, refine vision and guiding principles, propose site planning alternatives, and prepare financing/implementation strategies. Staff and the consultant pitched an aggressive timeline and said a master plan could be finalized by the end of the year if the project keeps to a monthly decision cadence.
Council voted 7-0 to authorize the agreement. Ryan said the contract includes public outreach and a robust effort to align design with long-range plans.
Next steps: staff will finalize the contract, kick off public outreach, and present the consultant team to council in February for further engagement.
