Board approves hiring of full‑time environmental sanitarian to maintain MDH‑delegated inspections

Clay County commissioners approved the backfill of an environmental sanitarian position in environmental health that has been vacant since August 2025.
Staff explained the sanitarian performs a broad set of Minnesota Department of Health‑delegated duties: licensing inspections of restaurants, bars, daycares and lodging; septic system permitting and inspections; nuisance and complaint response; and participation in demolition inspections and asbestos sampling. "Given the scope of the delegated authority... we're requesting the backfill of this position as we feel it's necessary to ensure continuity, regulatory compliance, and public health protection," staff said.
The county noted workload changes after the Partnership for Health Community Health Board reduced from four counties to two; staff said the loss of Otter Tail and Wilkin Counties did not significantly reduce overall workload. Staff also reported a variable‑hour environmental health technician has completed the requirements to become a sanitarian and proposed moving that employee into the full‑time sanitarian role effective Feb. 1. The board approved the request by voice vote.
Commissioners asked about demolition workload and future inspection demand; staff acknowledged the recent multi‑year demolition projects had been intensive but said inspections, asbestos sampling and return inspections remain an ongoing workload. The hire is intended to restore capacity to meet MDH obligations and to maintain inspection timelines.
