Edgefield County moves forward with 'Project Trailblazer' inducement and related ordinances

Edgefield County Council on Aug. 6 unanimously approved initial steps to support a prospective economic development project labeled "Project Trailblazer," voting to negotiate a fee-in-lieu-of-taxes (FILOT) agreement and giving first readings to two ordinances that would authorize the agreement and create a multi-county industrial park with Aiken County.
The council approved an inducement resolution (Res. 24-25-0003) that authorizes county staff to negotiate a FILOT with the company referred to on the agenda as Project Trailblazer. County Administrator staff said the project site is in Edgefield County and that Aiken County would receive 1% of tax revenue generated under the proposed multi-county industrial park arrangement.
County staff told council the inducement resolution is procedural and does not require a county investment; the subsequent ordinance (Ord. 24-25-0001) would authorize execution of the FILOT agreement and allow for infrastructure credits. The administrator said the company's legal name will be disclosed when the public hearing is advertised. Council gave first reading to both ordinances (Ord. 24-25-0001 and Ord. 24-25-0002) and approved the multi-county park arrangement on a unanimous voice/hand vote.
Council members asked no substantive questions during the votes. The administrator described Ord. 24-25-0002 as a procedural step to form a multi-county industrial park with Aiken County and said there would be no required financial investment from Edgefield County.
What happens next: The county will advertise the public hearing at which the company’s legal name will be revealed, and staff will continue negotiations under the authority granted by the inducement resolution.
