Edgefield County Council approves nuisance-ordinance amendment, solicitor budget, a special revenue credit first reading and sets millage rate

At its regular meeting, the Edgefield County Council approved several procedural and budget items, took a first reading on an economic incentive, and set the county’s millage rate.
On old business, council gave third reading and adopted Ordinance 23 24 0005, amending Chapter 32 (nuisances) to add an exemption clarifying that vegetative debris burning related to forestry, wildlife and agricultural burns authorized by the State Forestry Commission are exempt from burn prohibitions. The amendment and the ordinance passed unanimously after motion and second.
Council then approved third reading of Ordinance 23 24 0004, amending the Tri-County Solicitor’s budget to add $170,321 in revenue and matching expenditures for salaries and benefits; there were no changes to the ordinance on final reading and it passed unanimously.
Under new business, council approved a recommendation to appoint a member to the Edgefield County Fire Board (motion and second recorded; the appointment passed unanimously). The council also gave first reading approval to Ordinance 24 25 0003, a special source revenue credit agreement for "Project Trailblazer" — an economic incentive (a property tax abatement tool used with the multi-county industrial park). Staff said the arrangement replaces a previously considered fee-in-lieu agreement and that the company name will be disclosed at the public hearing during the third-reading process; second reading is scheduled for October.
On fiscal items, County Auditor Bill presented the valuation and millage context and said the millage rate governed by the council is 108.49; council moved and unanimously approved the millage roll to match the no-increase budget passed earlier this year. The auditor said a typical $200,000 home would see about a $48 net decrease in county tax partly because of the school bond millage reduction and local-option sales tax credits, though town-level fee increases in Johnston and Edgefield will offset those gains for residents in those towns.
Procedurally, the council approved the minutes of the 08/06/2024 regular meeting (motion by Mr. Moody; second by Dr. King) and adjourned the meeting unanimously.
