Administrator Grama and the county GIS manager explained the tri‑annual purchase is a core component of the county's geographic information system and supports internal departments, the County Land Explorer public portal, and a range of county services. The vendor's oblique imagery allows measurements from multiple 45‑degree perspectives, a capability county staff said they value over standard orthophotography.
The planned 2026 flight would be countywide and include Boundary Waters and Voyageurs National Park. Commissioners asked about local capability to deliver similar products; staff said other vendors can provide standard aerial photography but that this vendor's oblique/measurement toolset is unique in its suite. One commissioner asked whether the county could offer services to neighboring counties to help defray costs; staff said they would explore long‑term financing and regional service options.
The board approved the authorization by voice vote. Staff will proceed with contract finalization and scheduling of the 2026 imagery acquisition.
