Allegan council sets Feb. 28 budget workshop, schedules public hearing and approves routine payments

Allegan — At its Dec. 22 regular meeting the Allegan City Council amended its 2026 budget schedule to cancel January meetings and hold an all‑day budget workshop on Saturday, Feb. 28, 2026, so members can review capital-project bid results and department presentations before formal budget hearings.
City manager Joel told council that several downtown and neighborhood capital projects will have final bid numbers by mid‑February, and staff recommended moving the workshop to allow council to see real costs. He also summarized conclusions from the Nov. 22 strategic planning session and introduced a draft set of "civic pillars" to guide annual priorities: safe community, growing community, stewarded community (asset maintenance), welcoming community and optimized community (fiscal responsibility and transparent service).
Council approved the scheduling change and several routine consent items. The council approved accounts payable of $354,203.11 and payroll of $133,302.08 for total disbursements of $487,505.19. The council also approved purchase order PO 260845 to Kennedy Industries for $35,450 to rebuild and reinstall the RO3 high-service pump after vibration and bearing failures were documented by vendor analysis. Staff said they will consider semiannual vibration monitoring going forward.
On policy and process, staff introduced a first reading of a proposed amendment to the sewer-use ordinance to require licensed plumbers to perform backflow testing in line with a recent state rule change; council scheduled a second reading and public hearing for Jan. 12, 2026. Assistant city manager Parker said the DDA expects to present a first draft of a Downtown Allegan master plan to the DDA in early 2026 and emphasized the business-resource-team subcommittee's recent work on downtown support services.
