The Ballygan City Council voted Dec. 8 to schedule a public hearing for Jan. 12, 2026 on the potential sale and development of a two-acre city-owned parcel on Low Street to Woda Cooper Companies LLC.
City staff said the company submitted a pre-proposal including a conceptual site plan for a three-story, 53-unit apartment building and indicated it would pursue low-income housing tax credits through MSHDA in the April 2026 round. Staff cautioned the parcel may be contaminated and said the sale process requires public notice under the city charter.
City charter Chapter 13, Section 9 (as cited by staff) requires notice for three consecutive weeks in the local newspaper and sets the timeline for when council may hold a hearing and consider a purchase and development agreement. Council scheduled the hearing; the transcript and staff materials make clear that no final sale or development agreement will be approved before public comment and subsequent council deliberation.
Staff will publish required notices and receive public comment at the Jan. 12 hearing. Council directed staff to proceed with the notice and hearing schedule.
