Council approves grant application, ADA ramp contract and routine disbursements; cancels Sept. 8 meeting

Allegan City Council on Aug. 25 approved multiple routine and project-related measures, including a state grant application to create 10 downtown apartments, a construction contract for handicap ramps and routine finance disbursements.
The council unanimously adopted Resolution 25.26, authorizing submission of a Michigan State Housing Development Authority Community Development Block Grant application to create 10 apartments in downtown Allegan, six of which will be reserved for households at 80% or less of area median income. City Manager Joel Dye said the city will request $1,180,000 from the state and expects $400,000 in private investment for a total estimated project cost of $1,580,000.
Council also approved purchase order PO 26-0833 to White Brothers Inc. for construction of ADA ramps at Academy and Water streets in the amount of $102,218.50 and a budget adjustment of $4,719.50. Public Works staff described multiple intersection improvements and a contractor completion date of Oct. 11, 2025.
Finance staff presented accounts payable of $641,261.32 and payroll of $122,950.75 (total disbursements $764,212.07); council approved the payments. During that discussion staff explained that some lead-service-line interior plumbing work must be done by licensed private plumbers and that portions of replacement work have been reimbursed through Booker funds.
Council also approved routine items including a request from the Allegan Community Players to place a banner at the Griswold Auditorium and adopted Resolution 25.27 to cancel the Sept. 8 meeting to allow council participation in a parade.
The meeting concluded with routine roundtable updates and adjournment at 7:29 p.m.
