County staff outlined steps and a compressed timeline for restructuring the county’s economic-development function and enrolling employees in the Local Governmental Employees Retirement System (LGERS) if the county’s Economic Development Commission (EDC) were to operate as an independent public authority.
The presenter (staff) said the EDC would need to pass a resolution requesting membership, a majority of employees would need to vote to join, and county staff would prepare projected financials for the retirement system’s trustees (presentation SEG 321–346). Staff said the timetable was tight if the board wanted the authority to enroll and have participation effective July 1, and identified a February 28 application-related date tied to the retirement system’s processing schedule (SEG 335–346; SEG 412–414). Staff provided an estimated surety equal to roughly one to two years of payroll and gave a rough dollar range pending actuary calculation: "2 to $400,000" as an in-meeting estimate (SEG 361–364).
Commissioners questioned feasibility and funding for the proposed authority, urged inclusion of economic development partners in the discussion, and expressed skepticism about accomplishing all required steps by the February deadline (SEG 373–382; SEG 398–399). The board agreed to include discussion of the proposed structure on the agenda for the commissioner retreat scheduled for the second meeting in February so partners could be invited and the proposal refined (SEG 427–444).
What’s next: County staff will return with more detailed financial projections and the board will discuss the option at the February retreat; no final decision to form an authority or to transfer employees was made at this meeting.
