Ruby Kinsey Mumphrey was sworn in as mayor of the Village of Lincoln Heights at the start of the Feb. 26 council meeting. The oath was administered pursuant to the village charter (article 9 §9.01) and the new mayor offered brief remarks thanking colleagues and outlining a return to standing committee activity.

A motion to excuse Councilwoman Tanya Key from the meeting carried on roll call (six aye votes) after Key had submitted an email requesting to be excused. The council also approved meeting minutes and moved to adopt a consent agenda that included three supplemental appropriation resolutions; the consent resolutions (numbers 18, 19 and 20) were adopted on a single roll-call motion with six aye votes.
Later in the meeting council approved a motion to enter executive session to discuss pending and imminent litigation; the session began at 8:37 p.m. after a roll-call vote (five aye votes, one abstention). The council returned to open session at 9:06 p.m. and adjourned after considering miscellaneous business including a correction to a community flyer and a question about a hydrant/water bill on Jackson.
