- EMS FTO reclassification: EMS requested reclassification of four paramedic positions to paramedic Field Training Officer (FTO) roles to strengthen training capacity. Staff said the change would be a roughly 5% promotional raise for each reclassified position and would cost under $10,000 annually, expected to be covered by lapsed salaries. Commissioners agreed to place the item on consent.
- Animal shelter adoption fee waiver: County staff proposed repeating last year's adoption-fee waiver (accepting a donation such as pet food or a toy in lieu of cash) through year-end after seeing higher adoption rates during the prior waiver period. Commissioners agreed to include it on consent.
- Broadband application: County staff (Mr. Maness) briefed the board on the North Carolina Department of Information Technology's Completing Access to Broadband and StopGap programs; Maness said StopGap can satisfy the typical 35% local match and that the county could receive roughly $1.4 million in project funding. Commissioners moved to approve filling out page 15 of the application packet and to authorize county staff to work with NCDIT on project scoping (page 16). The chair announced the motion carried.
