Approved change order PO25-0802 with Site Works Solutions ($8,977.50 not to exceed) — Requested to repair and restore a damaged donor wall at Mahan Park discovered during construction. (Motion made and approved; voice vote.)
Approved change order PO25-0801 with Milbacher & Sons (not to exceed $20,000) — Replace a concrete parkway along Chestnut Street adjacent to City Hall; staff cited ADA grade issues and rising construction costs as reasons to complete the work now. (Motion made and approved; voice vote.)
Approved accounts payable and payroll — Council approved $1,488,051.50 in accounts payable and $124,963.94 in payroll for a combined total of $1,613,015.44. (Motion made and approved; voice vote.)
Rejected purchase request for Monroe Street parcel (parcel 51-105-148-00) — Council formally rejected a request to purchase the parcel in deference to the master plan’s designation for public open space. (Motion made and approved; voice vote.)
Directed staff to proceed with sale procedures for Low Street parcel (51-251-041-00) to Tantric Brewing for $1 — Council voted to move forward with the statutory publication and hearing process; staff noted a previously conducted environmental study has not been made available to the city. (Motion made and approved; voice vote.)
Approved release of city easement at 147 Eastern Ave — Staff said the construction easement is no longer needed and recommended release; council approved and directed the mayor and clerk to sign the release. (Motion made and approved; voice vote.)
Several of the motions passed by voice vote with no individual roll-call tallies recorded in the meeting transcript. Subcommittee direction and exploratory analysis — In addition to the votes above, council formed a subcommittee to study budget shortfalls and options, including consulting municipalities that contract police services with counties. Staff and council emphasized that police contracting remains exploratory and no final decision was made at the meeting.
Next steps for the land-sale items include publication and a public hearing under the city charter, and staff said they will attempt to obtain any prior environmental studies before a final conveyance.
