Public Works staff explained the grant is intended to fund work recommended in an Eagle report to improve dam safety, including catwalk work, sheeting and repairs to stop logs and the powerhouse. Council approved Resolution 25.03 to accept the grant and authorized the city manager to sign the agreement.
Following the grant acceptance, council authorized a design‑build purchase order for Milbacher & Sons to perform the recommended work at a cost presented in the packet as $970,000. Staff said the project is a design‑build procurement and the purchasing ordinance allows selecting one contractor for design‑build projects. Joel said the improvements are foundational to any eventual dam-removal work the city may pursue in the future.
Council also authorized underwater and structural inspections by Fleiss and VanDenBrink to assess gates and lower concrete sections of the powerhouse at a cost of $14,600, as recommended in the report. Staff noted the grant and related work will improve dam safety regardless of longer-term decisions about the dam’s future.
All motions passed during the regular meeting; council members raised no motions to reject the contracts during the study session.
