North Penn High School renovation shows steady progress; CHA outlines schedule and $259M project budget

Project consultants and district staff told the Facilities & Operations Committee on Jan. 27 that North Penn High School renovation work is advancing despite permit delays and winter weather.
Mister Gilmer opened the construction update with a January video showing tree removal, erosion control, underground fiber work and courtyard stabilization. "January has been a month of momentum across campus with progress happening both inside our buildings and out on‑site," he said during the presentation.
Jamie Lynch of CHA reviewed recent permitting and schedule milestones. Lynch said the NPDS permit was recorded in October and bid package 1 site work is complete, which reduces risk for the district. He described the phased turnover plan: much of the third floor and the natatorium are done, the contractor is halfway through second‑floor work with a March 30 turnover target for some 2nd‑floor elements, and planned work for APOD and the transportation building will continue through 2027–2028. Lynch said the team built contingency into the schedule to absorb early delays and noted that bid package 2 will keep district operations moving while larger renovations come later.
Lynch also highlighted sustainability targets included in design work by Schroeder Group, saying the plan aims to reduce total energy use in classrooms by more than 50 percent via new windows, added wall and roof insulation, LED fixtures and upgraded HVAC equipment. Safety reporting included one contractor injury (a broken ankle from a roof slip) and continued emphasis on winter weather precautions.
The committee asked for higher‑level sequencing across phases and additional Gantt‑chart views; Lynch and staff agreed to provide more detail at a subsequent Facilities & Operations meeting.
Next procedural steps: the committee will receive updates as bid packages progress and will consider change orders and budget adjustments at future meetings.
