Sarasota County commissioners approved a first amendment June 4 extending the FY25 implementation agreement with the Economic Development Corporation of Sarasota County (EDC) for up to 120 days to finalize contract language and definitions surrounding private investor contributions that the county will match.
Rob Lewis (government relations) said the primary issue is semantics and documentation: the term “dues” caused processing difficulties with the clerk’s office because the EDC’s finance structure differs from a standard chamber-of-commerce dues model. He asked the board to confirm continued use of private investor funds and to let staff and the EDC finalize a clear definition for 2026 contract language. “Those specific words were used... what we didn’t do is have the time last year to put together the contract… to spend a lot of time in definitions,” Lewis said.
Commissioners supported the extension and asked staff to consider caps by category (for example, marketing) to ensure matched private funds are applied appropriately. The board voted unanimously to extend the agreement and to continue matching private investor contributions under clarified definitions.
Next steps: staff will draft a precise definition of qualifying private investor contributions, propose category caps as requested, and return with a proposed FY26 agreement and budget.
