County updates $210M CDBG-DR plan, approves application scoring criteria for infrastructure and affordable housing

Sarasota County staff told commissioners June 4 that the county’s Community Development Block Grant–Disaster Recovery (CDBG-DR) allocation for 2024 storms totals about $210 million and that staff is prepared to launch programs and applications as HUD finishes action-plan review.
Steve Hyde summarized program constraints and allocations: roughly $147 million of the funds must benefit low-to-moderate income households; housing-related programs are allocated about $63.3 million; and infrastructure/public-facility projects account for about $132 million of the total, split into a $57 million general infrastructure bucket, $45 million for Phillippi Creek dredging and $30 million for major-waterway dredging.
Staff reported they have already launched a homeowner rehabilitation and reconstruction reimbursement survey and have received over 600 completed responses in a week, which staff is mapping to identify priority geographies. Hyde told the board that the county submitted its action plan to HUD in late April, has addressed minor HUD comments, and expects HUD approval shortly.
Commissioners praised staff for speed and recommended outreach to damaged neighborhoods. The board unanimously approved staff’s proposed scoring criteria—largely carried over from the Hurricane Ian round—with minor adjustments aimed at streamlining review and selection.
Next steps: staff will finalize HUD action-plan items, launch the homeowner and infrastructure application rounds over the summer, and begin project selection using the approved scoring criteria.
