Commission approves nearly $40 million contract authority increase for Jean Friend Recreation Center

The Recreation and Park Commission approved a request to increase construction manager/general contractor (CMGC) contract authority for the Jean Friend Recreation Center (often called the SoMa Rec) to up to $39,949,208, reflecting an increase of about $950,000 since the last commission approval.
Deputy director and project manager Melinda Stockman Sullivan told the commission the project is one of the department's largest capital projects outside India Basin and that unforeseen soil conditions required deep soil mixing — a ground‑improvement method — and additional specialized rigs, which drove costs. The amendment also allows the project to add a nearly full acoustic motorized gym partition (rather than a curtain) and an openable wall similar to Glen Canyon Rec Center at stakeholder request; staff said these adjustments will increase flexibility for youth programming and community events.
Stockman Sullivan said the request is not for additional project funding: "The project is fully funded to take us through construction at this point. This is a request simply to exceed the commission authority for the project." She described value‑engineering steps and rebidding of trade packages to offset cost increases and said the facility remains on track to open in summer 2026 with fall 2026 programming planned.
After there were no public comments and minimal commissioner questions, a motion to approve the amendment passed with aye votes and no opposition recorded.
