Resident urges commissioners to reject proposed landfill at 4115 Flat Mill Road

Carol Davis, a local resident, urged the Alamance County Board of Commissioners to reject an application to build an LCID landfill at 4115 Flat Mill Road, saying the neighborhood and county tax base would be harmed if the project proceeds.

Davis said the planning board discussed the application on Jan. 8 but left unresolved issues and that, while the planning board must approve the application once technical requirements are met, the county commissioners retain ultimate authority. She told the board the county already has three LCID landfills in Coble Township and that two are within about 1.5 miles of the proposed site.

"I oppose the proposed fill up the LCID landfill at 4115 Flat Mill Road," Davis said. She warned of downward pressure on property values and tax revenue, citing assessed values for homes adjoining the site of nearly $4.4 million and another $6.7 million for homes near the Jacks Creek Trail/Clapham Road entrance; she said a modest 10% decline in those values would reduce property-tax receipts.

Davis also described the development timeline for nearby neighborhoods and said the landowneridentified in public comment as "Mr. Phillippe"acquired parcels beginning in August 2020 and later sought to establish the landfill; neighbors learned of the application via certified letter in October 2025, she said.

The planning board made no final decision at its Jan. 8 meeting, Davis said; the commissioners did not take action on the landfill application during the meeting. The chair closed the public-comment period after Davisremarks and no other speakers had signed up.

The planning-board review and any future action by the commissioners remain pending; the transcript did not record a formal application disposition or a staff recommendation to the board during this meeting.
