Chino Valley council approves grants, plats, liquor recommendation and fee updates

The Chino Valley Town Council on Monday moved a pending election call, approved multiple grant agreements and land‑use items, recommended a liquor license and adopted an updated consolidated fee schedule.
The council moved consent agenda item 5a (resolution 2026‑1299), the call of the 2026 election, to the Feb. 24 meeting so staff can assess pending state legislation that may change the primary‑election date.
Council approved an Arizona State Parks OHV project sponsor agreement that will allow the town to receive a previously announced $220,000 grant for engineering and survey work for the Chino Valley Regional OHV Staging Area and Old Coal Manor; staff said the town has two years from the grant start to complete the survey and can pursue construction funding afterward.
By motion, the council recommended approval to the State Liquor Board of a Series 06 bar liquor license for Spiritus Liquor at the Log Cabin, 18 N. Highway 89; staff said police, planning, licensing and fire departments reviewed the application and recommended approval.
On land use, council approved resolution 2026‑1301 to adopt the final plat for Wine Glass Lane Estates, a four‑lot rural minor subdivision totaling 22 acres (lot sizes roughly 4.25 to 6 acres). Staff said the application was submitted before Sept. 1, 2025 and thus qualified for an exemption from mandatory municipal water and sewer connection; a $1,500 remediation penalty was applied because county records showed prior unrecorded splits.
The council also approved ordinance 2026‑962 to remove expired water/sewer connection exemptions from the Unified Development Ordinance.
On branding and fees, council selected placemaking logo option 2 for future wayfinding signage and adopted resolution 2026‑1300 updating the consolidated fee schedule, including new fees for retail/promotional merchandise markups, special event rentals and cemetery opening/closing fees; the fee changes take effect March 1, 2026.
The council adjourned after approving the items listed on the agenda.
