Council adopts 2025 California Building Standards Code; new rules effective Jan. 1 for new permits

The Woodland City Council voted unanimously on Nov. 18 to adopt the 2025 California Building Standards Code. Brent Meyer, community development director and city engineer, presented the ordinance and explained the adoption follows the usual three‑year update cycle.
"This code will take effect on January 1 of this next year," Meyer told the council and added that building permits or applications submitted before Jan. 1 may continue under the prior code even if the project continues into the new year. Meyer noted most significant local amendments were adopted in prior cycles and that tonight’s action keeps the city in alignment with the statewide update.
After a public hearing with no speakers, Council Member Vega moved adoption and Council Member Moreno seconded. The motion passed by voice vote and the clerk recorded the motion as carrying 5–0.
Staff indicated the change affects new building permits and applications filed after Jan. 1 and that staff will provide guidance to applicants about code transition rules.
