Murphy re-elected chair as commission debates meeting frequency and role

Chairperson John Murphy was re-elected Nov. 6 by a show-of-hands vote after commissioners discussed whether to postpone officer elections until fuller attendance.
Commissioner Smith nominated Murphy and commissioners agreed to proceed with the vote rather than wait for absent members. Public commenter James Voorhees urged transparency in the election process and reminded the commission that members must live in Woodland and file annual financial disclosures.
A major thread of the meeting was a discussion about the planning commission’s role and calendar. Commissioner Harris said that in 2025 there were 21 scheduled meetings and 13 cancellations, and argued that the commission is seeing fewer substantive items because many routine approvals are handled at staff level. "Of those 21 meetings, 13 have been canceled. That's more than 60%," Harris said. Commissioners and staff agreed that state mandates and code changes routed many routine items to staff review; several commissioners proposed forming a subcommittee to meet with the city manager and community development director to explore changes to the commission’s work program and to consider updating the commission rules and regulations.
No binding change to commission structure was adopted at the Nov. 6 meeting; commissioners asked staff to research procedural questions and to place a potential subcommittee appointment and rules update on a future agenda.
