Council adopts updated council procedures and 2025 building-code ordinance

Santa Paula — In governance and regulatory actions on Nov. 5 the City Council approved procedural and code updates intended to clarify internal processes and to adopt the latest building-code standards.
City Attorney Castillo summarized changes to the Manual of Procedural Guidelines (Resolution 7,593), which include a formal process for referring items to standing committees, a requirement that sub-legislative bodies (standing committees) keep minutes, and a clarification that a councilmember should serve as mayor only once during his or her four‑year term (council asked staff to insert the 4‑year definition). Councilmembers discussed chair/acting‑chair phrasing before adopting the manual with agreed amendments.
On code updates, the city’s chief building official presented Ordinance 13-49 to adopt by reference the 2025 edition of the California Building Standards Code and the 2024 editions of the International Property Maintenance and Pool & Spa codes. There were no public comments during the hearing and council adopted the ordinance as presented.
Outcome: The governance changes and building-code adoption were adopted by council vote and will be implemented by staff.
