Council ratifies updated fire protection provisions, aligning city rules with recent state maps

Santa Paula — The City Council on Nov. 5 ratified updated fire-code provisions adapting state-required changes to local enforcement and wildfire-preparedness practices.

Assistant Fire Marshal Ryan Scribe and county fire staff outlined three primary topics required by the state’s building‑standards update: (1) fire-sprinkler provisions, (2) fire-flow (water supply) technical appendix updates, and (3) modifications addressing combustible fencing and related requirements for high‑severity and state-designated zones. Scribe said many of the changes are carryovers from prior cycles with minor modifications and some new text introduced to align with the State Board of Forestry’s forthcoming Zone 0 regulations.

Council members sought clarity on mapping and enforcement. Scribe said the State Fire Marshal’s Local Responsibility Area (LRA) maps have been adopted and linked online (fire.venturacounty.gov) and that the county is limited by statute to accept additions but not deletions from the state maps; outreach through Fire Safe Councils and community meetings will follow when state Zone 0 rules are finalized.

On vegetation clearance and abatement procedures, staff explained that properties deemed non‑compliant will be noticed, inspected beginning June 1 after a board approvals cycle, and if not remedied may be abated and assessed on the owner’s tax bill. Council also discussed retrofit triggers for sprinklers (e.g., additions that exceed threshold square footage) and secondary access/Knox-box and speed-hump coordination with fire access rules.

Outcome: Council approved ratification so the more stringent local provisions would remain enforceable when the state maps and codes are in effect.
